Andy Smith is a highly experienced public sector leadership trainer who has spent his career working in and with government organisations across the UK, Europe and globally. He specialises in leadership development, policy capability and organisational performance in complex government environments.

Andy brings a rare combination of deep civil service experience, international consulting expertise and private sector technology leadership. His training is grounded in real government delivery and focused on practical skills that public sector professionals can apply immediately.

Government and civil service experience

Andy spent 18 years as a UK civil servant in central government, primarily in the Department for Work and Pensions. During this time he also undertook secondments to the Cabinet Office and the European Commission.

His senior roles covered policy, operational delivery and IT management, including work on welfare reform implementation, Benefits Agency computerisation, corporate services and Deputy Commercial Director responsibilities.

This gives Andy a deep understanding of how government policy is developed, implemented and delivered in practice.

International government and consulting experience

Following his civil service career, Andy worked internationally with major technology and consulting organisations including Oracle and SAS. In these roles he worked extensively with government clients across Europe, the Middle East and Africa, including the European Commission and national governments.

He has also held senior consulting roles including Interim Director for Hitachi Consulting’s UK Government business and consultant to the OECD, where he assessed the readiness of EU pre accession countries in the Balkans.

Public sector training and development expertise

Andy continues to support public sector capability building through training and development programmes. He has delivered training to UK civil servants on topics such as ministerial briefing, advising ministers, policy development, negotiations and the workings of the European Union.

He has also delivered senior level training programmes for Caribbean civil servants as part of international public sector capacity building initiatives.
