Training builds understanding. Advisory support helps turn that understanding into real change.
Governments are increasingly focused on improving outcomes, modernising services, and making better use of data, digital tools, and new approaches such as artificial intelligence. The challenge is not only identifying what needs to change, but how to make it happen in practice.
We draw on a global network of experienced government practitioners, including senior leaders, policy experts, and delivery specialists.
This allows us to:
- share insight from different government systems and contexts
- highlight approaches that work in practice
- support evidence-based decision-making
- bring comparative perspectives to complex challenges
Our advisory services are built for government environments.
We understand:
- how decisions are made across government systems
- the importance of accountability and governance
- the challenges of implementing change at scale
- the need to balance innovation with risk management
We support governments working across a wide range of priorities, including:
- policy development and implementation
- service delivery improvement
- digital transformation and modernisation
- data and evidence use in decision-making
- leadership and organisational capability
- cross-government coordination and reform

Government of Barbados
"On March 11, 2026, Mr. Kevin Cunnington and Mr. George O’Grady conducted a training session in Barbados ahead of the official launch of the Barbados Public Service Digital Academy.
The Academy, an initiative of the Learning and Development Unit within the Ministry of Public Service and Talent Development, is scheduled to be formally launched on March 17, 2026.
The session formed part of a train-the-trainer programme designed to prepare a cohort of facilitators who will support the rollout of the Academy across the Public Service.
The training session was attended by public officers from several ministries and departments, including the Ministry of Labour, the Ministry of Industry, Innovation, Science and Technology (MIST), and the Ministry of Educational Transformation.
During the engagement, participants gained first-hand experience exploring and utilising artificial intelligence tools, while also examining practical approaches to enhancing and modernising the Public Service’s digital and online offerings to better serve the Barbadian public.
The Barbados Public Service Digital Academy is expected to represent a significant step forward in strengthening digital capacity, innovation, and service delivery across the Public Service, as Barbados continues its national transformation journey under the Mission Barbados initiative, particularly in advancing the national priority of Digital Transformation".
